Is it worth localizing into a market with low keyword search volume?

Usually not, if popularity is low across your core keyword candidates in that market — low demand caps your upside regardless of how low the difficulty is, since even a top-1 ranking on a near-zero-search term generates almost no installs.

The exception is a market where your category has genuinely low absolute search volume but you have another reason to be there (an existing user base, a partnership, a specific market opportunity outside of search) — in that case localization may still be worth it for reasons beyond ASO.

For a purely ASO-driven localization decision, check popularity before difficulty. A low-difficulty, low-popularity market is easy to rank in and not worth ranking in.
